Why Zero Tolerance Alcohol Policies Save Lives in Mining

Alcohol impairment contributes to a significant share of serious mining accidents. The high-risk nature of mining — involving heavy machinery, blasting operations, and confined spaces — makes even minor impairment extremely dangerous.

Leading mining companies have implemented mandatory pre-shift alcohol testing using industrial-grade breath analyzers integrated with access control systems. Workers cannot gain access to machinery or mine shafts without a clear breath test.

The return on such programmes is clear: fewer accidents, lower insurance premiums, improved productivity, and most importantly, lives saved.

Why mining is different

In most workplaces, impairment raises the chance of a mistake. In mining it raises the chance of a mistake that cannot be undone.

Underground work removes the margins that protect people elsewhere. Escape routes are long, communication is limited, and a haul truck or a shaft cage does not allow a moment's inattention to be corrected. Blasting operations depend on sequences being followed exactly. Confined space entry depends on somebody outside staying alert for hours.

This is why mining sites generally set the threshold at zero rather than at the legal driving limit. The driving limit is a compromise for public roads. A mine has no reason to adopt it.

Screening at the gate, not at the face

The only screening that helps is screening that happens before someone reaches the work. A test at the gate, at the lamp room, or at the cage is a decision point. A test after an incident is a record.

Wall-mounted, non-contact stations suit this well: hundreds of people pass through in a shift change, there are no mouthpieces to hand out, and the station can be wired to access control so a flagged result simply holds the turnstile. The screening is then identical for everyone regardless of who is supervising.

A flagged worker should be confirmed on a fuel cell analyzer before anything follows. The gate device decides who gets looked at; it should never decide what happens to them.

The programme around the device

Equipment is the easy part. What makes a zero-tolerance programme work — and survive challenge — is what surrounds it.

Say who is tested and when: everyone, every shift, at the same point. Say what happens on a positive screen: a wait, a confirmatory test on an evidential device, and a defined process after that. Say who is trained to operate the devices and who holds the calibration records.

Apply it to everyone, including supervisors and contractors. A programme with exceptions is the one that gets challenged, and the exception is what gets challenged with.

Handling a positive result

Treat a positive as a safety event, not a disciplinary one, at least until it is confirmed. Remove the person from the work, confirm on a fuel cell device after the waiting period, and record every step.

Dignity matters here in practical terms as well as human ones: a programme workers regard as fair is one they cooperate with, and cooperation is what keeps screening fast at a shift change. A programme people resent is one that finds ways around itself.

What to measure

Track screens performed, positives at screening, positives confirmed, and time taken per shift change. The first tells you the programme is running; the second and third tell you whether your screening threshold is set sensibly; the fourth tells you whether it will still be running in six months.
