The week after a logistics company circulated its new fitness-for-duty policy, the HR inbox filled up with one question in different wordings: alcohol, how much is safe before a shift? Two pegs at a family function? A beer at nine, reporting at six? A supervisor wanted a number he could put on a noticeboard.
There is no single number, and pretending otherwise is how policies collapse the first time someone disputes a reading. But there are three defensible answers depending on what is actually being asked, and a safety or HR lead needs all three.
The short answer
• For long-term health, no amount of alcohol is established as risk-free. The World Health Organization stated in 2023 that no level of consumption is safe for health, and national guidelines around the world set lower-risk limits, not safe ones.
• For driving in India, the legal ceiling is 30 mg of alcohol per 100 ml of blood under Section 185 of the Motor Vehicles Act, 1988. Below that is legal. It is not the same as unimpaired.
• For being at work on a plant, site, mine, rig or vehicle, the safe quantity before a shift is usually zero, because the employer is not measuring drinks. It is measuring what is still in the body at the gate.

Health guidance and workplace fitness are two different questions
Health guidance is about cumulative risk across years: liver disease, hypertension, several cancers, dependence. Various countries publish weekly caps such as no more than 10 standard drinks a week in Australia or 14 units a week in the UK, and these are framed as risk reduction, not permission.

The practical takeaway: one bottle of strong beer is not "one drink". It is closer to four. Employees who report honestly that they had "two drinks" may have consumed five standard drinks, and that gap explains most surprised faces at a screening point.
Is 20% alcohol high?
It sits in the middle. Beer is typically 4-8%, wine 11-14%, fortified wines and liqueurs 15-25%, and whisky, rum, vodka, gin and brandy usually 40-43%. So 20% is stronger than any wine but roughly half the strength of spirits. What matters is strength multiplied by volume: a large glass of a 20% drink can carry more alcohol than a small peg of whisky.
Why "I stopped drinking by midnight" is not a defence
The body clears alcohol at a roughly steady rate, commonly described as about one standard drink per hour, and it varies with body size, sex, food, liver health and medication. It cannot be accelerated by coffee, a cold shower, sleep or a heavy breakfast.
Work the arithmetic backwards. Someone who drinks four large pegs, roughly eight standard drinks, finishing at 1 a.m. is unlikely to be clear before mid-morning. A 6 a.m. reporting time puts them at the gate with alcohol still circulating. They feel fine. The instrument does not care.

What the law sets, and what your policy should set

• Electrical maintenance and pressure systems

• A stated threshold, in mg/100 ml or mg/L, not "no drinking". Zero-tolerance means the reading, not the behaviour the night before.
• Named triggers: pre-shift for listed roles, random selection, post-incident, and reasonable suspicion with two witnesses.

The answer to give your workforce
When someone asks how much alcohol is safe, give them all three answers honestly. For health, less is always lower risk and none is lowest.
